Our actual work processes don't allow for 3 year-budgets on a rolling basis. We work however with 4-5 year cycles of "Indicative Cooperation Programmes" which define a budget framework for all of our 18 priority partner countries, so in practice there won't be much difference. Besides, the focus remains on the same sectors during several of such cycles, which enhances continuity and predictability. 1

The Global Fund does not routinely track annual forward planning budget data for countries and data at the grant level may not be aggregated to obtain higher-level data (i.e. country or regional levels). Aggregation of data will in some cases result in double counting and produce inaccurate figures. In order to obtain accurate higher-level data about Global Fund activities, please refer to figures published by the Global Fund at http://portfolio.theglobalfund.org/?lang=en. While the Global Fund tracks the on-budget status of each grant, no information exists in-house on the recipient country budget code.

The international development community was committed through the Accra Agenda for Action and the Busan Partnership Agreement to improve the medium-term predictability of aid by 2013 to all developing countries with which they co-operate. Due to the severe fiscal crisis it faces, Greece has not as yet adopted, although it has prepared a draft, a new five-year development assistance programme in order to be able to determine the development aid that will be provided for the next three to five years to recipient countries. The new five-year programme that will have to be approved by the Cabinet, will be the government’s commitment for the medium term development assistance strategy. Furthermore, at present, Greece develops and implements annual state budgets, thus making it difficult to determine the amount of development assistance that will be provided in the next few years to recipient countries.
